State policy in the field of environmental protection is mainly aimed at environmental management and ecological safety. Integral and indispensable part of the design process and modernization of enterprises is the development of the EIA procedure. The purpose of EIA is the integration of environment-oriented, technological, social, economic and other indicators of project proposals for the design of the project. The results of the EIA get through the State Environmental Expertise with the preliminary design and project documentation. When determining the environmental impacts and identifying environmental effects, draft "Environmental impact statement" (Draft EIS) is developed, which get through the State Environmental Expertise and its submitting to the state authorities. Environmental policy of SJSC "Uzbekenergo" aimed at reduction the negative impact of their business on the environment. Pursuant to Resolution of the President of the Republic of Uzbekistan (№ PP-1072 dated from 12 March, 2009), and a number of government decisions, activities for the reconstruction, modernization and development of generating capacities and power networks with investments. So, on Talimarjan TPP works are taking place on the investment project implementation "Construction of 500 kV line Talimardjan TPP - SS Sogdiana with OSG-500 kV at Talimarjan TPP". Under project implementation a loan of the World Bank is suggested to involve. For investment project EIS and EIA documents were developed by SJSC "Uzbekenergo". The World Bank team reviewed these documents and made conclusion about the necessity for supplemental research for suitability of the environmental document to requirements of the Bank's policy on environmental assessment (EA, OP 4.01). By order of SJSC "Uzbekenergo" a consulting company "Nazar Business Technology" (1) developed supplementary environmental impact assessment (SEIA) with the Zoology Institute of Uzbekistan. For its part, the World Bank involved the independent experts of Pandion Systems, Inc. to study the potential risk of the project implementation on migration of migratory birds. Environmental specialists of Pandion Systems, Inc. made an analysis and prepared a report based on data from Zoology Institute of Uzbekistan. Constructing a new power transmission line (500 kV) will require acquisition of land affecting 114 farmers of Kashkadarya and Samarkand regions. Thus, the specialists of SJSC “Uzbekenergo” with the World Bank consultants prepared a document of Resettlement Action Plan (RAP) for the project. |
