Procurement of Relay Protection, Automation and Communication Equipment

1.         This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 31600000 of 21.07.2010.

2.         The SJSC “Uzbekenergo” has received a loan from the World Bank toward the cost of  “Talimarjan Transmission Project”  (“Construction of 500 kV line Talimarjan TPP-substation Sogdiana with outdoor switchgear 500 kV at Talimarjan TPP”)  and it intends to apply part of the proceeds of this loan to payments for procurement of Relay Protection, Automation and Communication Equipment within the framework of the above mentioned contract including:

Lot 1  Equipment of high frequency channels of relay protection and emergency automation, Coupling capacitor, Connection filter,  High-frequency rejector, Advanced electricity metering, Telemechanics equipment,  Relay Protection and Automation and Control panel, Emergency automation for fiber optic line, Verifying apparatus,  Disconnector 10 kV, Emergency automation, Linear-operating communication, In-plant communication, Electricity supply, Coaxial cable, Telephone cable.

3. The SJSC “Uzbekenergo” now invites sealed bids from eligible and qualified bidders for supplying Relay protection equipment.

4.         Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: published in May 2004, revised in October 2006 and May 2010, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

5.         Interested eligible bidders may obtain further information from “Talimarjan TPP  Project management unit” and inspect the Bidding Documents at the address given below: SJSC “Uzbekenergo”, Istiklol str.6, Room 326; e-mail: grptalimarjan@mail.ru

6.    Qualification requirements:  The Bidder should have (i) sound financial status; (ii) experience and technical capacity:

         The bidder should have at least five (5) years of experience in designing, manufacturing and supplying of 400-500 kV overhead line and 400-500 kV substation equipment. The bidder should demonstrate that it has successfully completed, in the past five years, at least three contracts of similar nature, size and complexity to the proposed supply of goods; and the installed goods should have been in satisfactory operation.
(c)        The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet technical specification requirements provided in section VI “Technical specifications in the bidding documents.”

If the bidder fails to meet above mentioned requirements his bid may be disqualified.

Preference for eligible local bidders is applied. Additional details are presented in the bidding documents.

7.         A complete set of Bidding Documents in English, Russian may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of 200 US dollars or an equivalent amount in a freely convertible currency, Uzbek sums for both documents. The method of payment will be transfer to account provided below.  The Bidding Documents will be issued after receipt of funds in the above-mentioned bank account.

8. Pre-bid conference shall be conducted on December 6, 2011, 15:00 am at the same address provided below at the second floor, conference hall.

9.     Bids must be delivered to the address below at or before, December 27, 2011, 15:00. Electronic bidding will not be permitted. Late bids will be rejected.  Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below on December 27, 2011, 15:00.  All bids must be accompanied by a “Bid Security” in a form of bank guarantee in amount of 150 000 USD for lot 1 and 60 000 USD for lot 2 or Uzbek sums or an equivalent amount in another freely convertible currency.
