Project Brief «Modernization of Charvak Hydro Power Plant with replacement of water wheels».

Initiator: State-Joint Stock Company “Uzbekenergo” Contact person: Pavlova Galina Vladimirovna Address: Tashkent city, Khorezmskaya st., 6 Phone: (+998 71) 236 23 04 E-mail: Project location: Charvak hydro power plant is located on Chirchik river, 75 km to north-east from Tashkent city in Bostanlik district of Tashkent region of the Republic Uzbekistan. The power plant is an upper stage of Urta-Chirchik HPW Cascade, which includes Khodjikent and Gazalkent HPW that are located lower. Aims of the project: Modernization and technical re-equipment of the biggest functioning hydro power plant of Uzbekistan, i.e. Charvak HPW by replacing outdated equipment with expired rated resource. As a result of increasing capacity for 45 MWt and generation of electric energy for 3%, enhancing exploitation credibility of equipment with prolongation of service period for 40 years, automation of aggregate management processes and power plant as a whole. Technology in operation: Technology consists of utilization of down flowing water’s potential energy, supplied from pressure tunnel of water passage to revolving turbine, at the expense of generator rotation in alternate magnetic field mechanical energy is transformed to electric energy. Installed capacity of Charvak HPP is 620,5 MW. In the expense of water wheels on three hydraulic units installed capacity of HP will be increased for 45 MW with issuance of deficit peak power into the energy system, additional generation of electric energy will rise annually for 3% (67,2 mln. kVt/h) in average. As a result, cracks formation on water wheels of turbine will be terminated, their cavitation resistance will be provided and overhaul period of hydraulic unit operation will increase. Project category: 1st category – «Energy generation: Renewable Sources of Energy/traditional» in accordance with classification of Interagency Council. The project activity reduces ÑÎ2 via replacement of electric energy generation on thermal power plants, operating with organic fuel. Current project status: The project is realized in accordance with the Decree of the President of the Republic Uzbekistan dated 15.12.2010 ¹PP-1442 “Priorities of industrial development of the Republic Uzbekistan in 2011-2015” and the decree dated 29.12.2010 ¹PP-1455 “Investment Program of the Republic Uzbekistan in 2011”. OJSC “Hydroproject” developed FS of the project. On 28.04.2011 FS of the project is submitted to designated bodies for expertise. Decision on Feasibility Study is prepared on 30.05.2011 by State ecological expertise, on 05.07.2011 by the Institute “Uztyajneftegazhimproekt”, on 08.07.2011 from “Gosarchitechtstroy”. After introducing corrections in accordance with Decision, the Feasibility Study is submitted to the Fund of Reconstruction and Development of the Republic Uzbekistan, the Ministry of Economy, OJSCB “Uzpromstroybank” and the Ministry of Finance.. Project Implementation period: 2011-2015 Project Cost: 49,9 million US dollars GHG Reductions Estimate: 330 968 ò ÑÎ2 –equ. in 10 years period Baseline: Annual electric energy production of the project comprises: In 2013 ã. – 22,3 mln.. KVt/h; In 2014 ã. – 44,6 mln. KVt/h; In 2015 ã. – 66,9 mln. KVt/h And further on a permanent basis annually 66,9 KVt/h in average. Total additional electric energy generation from 2011 to 2021 will make up 22,3+44,6+7õ66,9=535,2 mln. KVt/h. Consequently, GHG emissions reductions in proposed project in the pointed out period will comprise: BEy = 535,2 õ 618,4 = 330968 tones of ÑÎ2-equ. Economy of gas being replaced will constitute: where: 0.33 – is of electric energy generation in the system; 0,0909 – transfer coefficient (cubic meters of gas/ kVt-h) Methodology: Approved consolidated methodology ACM0002 “Electric energy generation to the electrical network with renewable energy sources” The project will supply the electrical network with electric energy, replacing energy which could be transferred to other generating sources upon functioning and expansion of electric energy sector. Geographical and system borders for appropriate electric net are clearly identified and the net characteristic information is available. The Project is being implemented in electric energy sector, where there are no generating sources with zero or insignificant emissions, such as hydro-, geothermal, wind, solar, nuclear and cheap biomass and it is expected that this fuel balance will be kept during credit period.
